Abstract

Financial institutions handle data that is inherently sensitive, making it a poor candidate for exposure to failure or malicious exploitation. In data-centric domains where access must be strictly controlled—particularly the financial industry, where data is routinely shared with counterparties and regulatory authorities—a risk-aware, intelligent data security fabric is essential. Unchecked accumulation of counterparty exposure can contribute to systemic crises, underscoring the need for transparency and comprehensive exposure coverage. Regulators, too, are intensifying scrutiny of data security, driving new requirements for security controls under what can be termed the Sensitive Data Regulatory Compliance Data Fabric concept.

An intelligent data security fabric is defined here as a comprehensive orchestration of mechanisms that governs controlled access to sensitive data while meeting security, regulatory, and operational requirements—ultimately delivering a risk-aware, explainable outcome. This work examines the requirements for cross-counterparty exposure assessment and the regulatory-secure handling of sensitive financial data, and translates these into a conceptual model, methodological framework, architectural blueprint, governance mechanisms, and evaluation plan. Together, these components support both cross-counterparty exposure control and regulatory risk orchestration.
